Position: Senior Consultant - Business Continuity & Crisis Management
Location: Sacramento, CA (local candidates preferred. Onsite, 40 hour work week)
Status: 12 month contract
Hourly rate: Will depend on experience $85/hr-$100/hr
Education: BA/BS degree preferred. Related industry certification preferred.
Scope of work:
The overall objective is to enhance, implement, and test an Enterprise Wide Business Continuity Plan. The Enterprise Wide Business Continuity Plan shall include department interdependencies along with workarounds or commitments for mutual assistance during disruptive events
SCOPE OF WORK
Business Continuity Program Assessment
Assess existing Business Continuity Program
o Conduct a review of current processes, documentation, and structure.
o Analyze client’s ability to recover critical systems and processes from significant business disruptions.
o Identify areas of strength, gaps, and opportunities related to clients existing Business Continuity capabilities.
o Compare clients Business Continuity Program to leading Utilities Industry practices, and to pertinent regulatory requirements and industry standards, such as:
- National Fire Protection Association (NFPA) 1600
- International Organization for Standards ISO 22301, Societal Security – Preparedness and Continuity Management Systems
- National Institute of Standards and Technology (NIST) Cybersecurity Framework for Protecting Critical Infrastructure Special Publication 800 – 34r1
o Provide detailed and specific program improvement areas and actions based on examples of natural, man-made or technology-based threat scenarios, including the likelihood of occurrence and vulnerability.
o Determine the frequency of the Enterprise Business Continuity Planning effort.
o Deliver a written draft and final assessment report to the Program Manager
o Present findings to the Program Manager
o Deliver findings to executive management
Business Impact Analysis
Conduct Business Impact Analysis (BIA) and Risk Assessment (RA):
o Provide knowledge transfer to the Program Manager and Governance Team of methodologies used to conduct the BIA and RA.
o Identify the potential impact over time resulting from an interruption in each of client's mission critical areas.

o Establish Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) for each of clients mission critical areas.
o Assess the risks at each of client’s campuses and make recommendations to avoid or mitigate risk that could interrupt critical business functions.
o Assess the risks to client’s people, processes and technologies and make recommendations to avoid or mitigate risk that could interrupt critical business functions.
o Identify gaps between recovery requirements outlined in the BIA and client’s existing recovery capabilities.
o Identify activities required to implement recovery requirements identified in the BIA.
o Identify and document departmental interdependencies and obtain commitments to participate and provide support during an interruption.
o Deliver a written draft and final report to the Program Manager
o Present findings to the Program Manager
o Present findings to executive management
Business Continuity Planning
Based on the results of Task #2 and #3:
o Draft an Enterprise Business Continuity Plan for approval by the Program Manager
o Identify appropriate availability and recovery strategies that will meet client’s continuity objectives and minimize disruption.
Business Continuity Plan Validation
Business Continuity Plan Test
o Develop a set of scenario- based exercise plans that will test the enterprise- wide BC plan.
o Identify the frequency the enterprise wide exercise should be performed.
o Coordinate the testing of event communications and notification messages to client’s customers, employees, and contractors.
Develop exercise material to be used by client for this exercise
o Facilitate the enterprise wide exercise
o Provide an after-exercise report and give a presentation to executive management on the exercise results and suggestions for improving continuity or recovery capabilities.
o Provide a written post-exercise report, provide presentations to the executive management and BCP Governance teams
Training & Awareness
Training and Awareness
o Develop a training and awareness plan to build knowledge and awareness of key participants and stakeholders around the Business Continuity Program.
o Develop training and awareness materials that will become property of client, and that can be updated as required by client.
o Deliver live training sessions to key participants and stakeholders of the Business Continuity program.
o Provide enhancements on program structure, objectives, and responsibilities for sustainability of the Business Continuity Program.
o Identify critical success factors and key performance indicators for the Business Continuity Program.
o Provide recommendations on governance and oversight structure for the Business Continuity Program.
o Define processes and standards for key Business Continuity Program functions.
o Recommend specific best practice software, tools, and services that would improve clients ability to effectively manage their BCP.
o Provide a written recommendation for sustainment of the BCP program at the client over a, 3-5 year time period including maintenance and development of systems, process and resources.
Make recommendations on the viability of a crisis management program for client and for the community client serves.
