Join a world-class emergency management team that is building regional resilience to catastrophic disasters. This is a national initiative funded by The US Department of Homeland Security to enhance catastrophic preparedness in high-risk areas.
Reporting to the Program Director, the RIC Director of Program Development will be responsible for establishing a vision for RIC training & exercise programs. Additionally this position will ensure program delivery, quality control, sustainability and the operational success of all training and exercises related to the base plans as well as development of new plans. This position will work in close coordination with numerous city, regional, state and community groups to develop and coordinate plans for community-wide disaster drills, exercises and training programs to enhance the region’s preparedness. The outstanding candidate will have solid leadership experience in emergency planning and response, will bring bold, innovative approaches; and have experience establishing effective implementation of regional emergency plans.
Create a vision for RIC training & exercise programs and coordinate with government, non-profit, public and private agencies to cultivate regional working partnerships.
Implement quality assurance methods and develop a strategic approach to long-term program sustainment.
Develop exercise objectives, scenarios, and evaluation standards for multidisciplinary participants.
Work with planning teams and plan managers to develop long-term training and exercises plans.
Establish planning procedures and manage the process of producing and delivering content, plans, and other products.
Provide direction to planning teams regarding contracting, plan writing, and the production process.
Execute the vision and mission and ensure accountable to the Regional Team and FEMA
Provide technical support as assigned to any of the project site’s Emergency Operations Centers during training and exercises or disasters.
Oversee and manage consultants.
A Bachelor’s Degree in Business Management, Public Policy or a related field, and six to seven years of professional experience in one or a combination of the following: urban planning, emergency management, public administration, engineering or another field of specialization related to the above goals OR
An MBA or Master’s Degree in Public Policy, Urban Planning, Emergency Management, Public Administration, Engineering, or a related field, and five to six years of professional experience in one or a combination of specializations related to the above goals.
Experience in coordination of city or regional disaster training and exercises.
Expertise in group facilitation, coordination, and management.
Experience in coordination and oversight of multiple vendor projects.
Superior project management and time management skills.
Expert oral and written communication skills, with demonstrated technical writing skills.
Knowledge of RFP process and experience in grant proposal writing or other contract writing.
The ideal candidate will have experience in public service sector, and the ability to deliver complex projects, manage multiple projects in a high pressure work environment, think resourcefully and strategically in a deadline-driven environment and most critical to expertly facilitate and build consensus within divergent stakeholder interests to execute the mission.
